Commerce Indépendant 2025), published by Ankorstore in partnership with Comexposium, presents a detailed snapshot of the current state and future of independent retail in France.
Amid economic uncertainty, shifting consumer habits, and growing competitive pressure, independent retailers are being forced to adapt at an accelerated pace. To better understand the key challenges and opportunities ahead, B2B platform Ankorstore teamed up with Comexposium Group to conduct an in-depth survey. More than 1,000 independent retailers and 2,000 French consumers were interviewed, offering valuable insights into today’s realities, emerging trends, and the business models gaining momentum for tomorrow.
The Independent Commerce Observatory 2025 report reveals that despite 83% of retailers describing the current period as “tense” or “very difficult,” 67% still express moderate to strong confidence (≥5/10) in the future of their businesses heading into 2025. Economic pressures, including inflation and weakened consumer purchasing power, continue to shape retail realities.
A significant 81% of merchants and 58% of consumers agree that purchasing power has declined in 2024. This shift has led to more cautious and price-sensitive buying behaviour, with consumers prioritising essential purchases, comparing prices, and limiting discretionary spending. Retailers, in turn, are adapting their offerings and pricing strategies accordingly.
Declining revenues and shop closures
According to the Independent Commerce Observatory 2025 report, one-third of independent retailers have experienced declining or stagnant revenues. Additionally, 59% report increased closures of local shops in their communities. These developments underline the urgency of innovation, support, and policy action to preserve commercial diversity on French high streets.
Price strategies as loyalty drivers
In response to inflationary pressure, half of the retailers surveyed in the report opted not to raise their prices in 2024 to avoid losing their customer base. This approach underscores the importance of long-term customer trust and loyalty over short-term margin gains.
Rise of local and European sourcing
The report also points to a growing consumer preference for local and regional products. 44% of customers now prioritise local goods, while 39% favour French or European brands. In response, 78% of merchants have modified their sourcing strategies to meet this demand for authenticity and proximity.
Digitalisation and diversification gain momentum
Facing economic and structural changes, 43% of retailers now operate an e-commerce platform, and 29% plan to diversify their activities in 2025. New offerings include services, workshops, and delivery or relay point models, illustrating the agility and entrepreneurial spirit of the sector.
Community anchoring and social role
A remarkable 98% of respondents believe their businesses play a central role in revitalising town centres, according to the Independent Commerce Observatory 2025. This finding reinforces the civic and cultural function of small businesses beyond their economic contribution.
Growing collective mobilisation
The report highlights increased collective action, with 71% of retailers belonging to a professional organisation. This trend signals the desire for more coordinated advocacy and shared solutions on issues such as rent, energy costs, and taxation.
Retailers call for concrete public support
